Definitely recommend to anyone that likes story based games. That's not to say that the combat is bad, I think it's phenomenal, but I think the story is the highlight of this game.
Already racked up more than 100 hours in under 3 weeks and probably going to play for another 50-100 hours at least. The replay value of this game is quite high as you can explore different decisions, life paths and genders that all have some impact on the experience. Not to mention there are 4 different endings and about 100 hours worth of side missions and gigs so if you like to 100% games, you'll have some fun with this one.
I didn't play during launch so i can't compare the bug situation between then and now, but i can say that i didn't find any really game breaking bugs. I had 2-3 crashes during my first 100 hours, most if which was lightly modded, so i wouldn't say it was anything all that bad. I've had more frequent crashes in Terraria, Fallout 4 and For Honor. There were some minor bugs like npc's sometimes clipping through vehicles and such, but it wasn't all that noticeable and only broke the (otherwise incredible) immersion for only a few seconds before i got back into the groove of the game.
I would recommend buying it, maybe not at full price because I'm cheap anyway, but at even 20% off would a great deal in my opinion.

Fun but requires a wheel or atleast a pad controller for faster and rwd cars
