If my inventory is looking dry and has nothing in it then i have it on my steam wallet / paypal / stored somewhere else so still offer me stuff. And if you offer me something more valuable than my inventory i can buy keys to make up the difference.

Downgrading is when I give you multiple lower tier skins for a higher tier skin for . This is only one case when I can overpay for something.
