This game has a real problem, with windows 10, it's true.
And the problem is the defective device sitting on the chair in front of your screen. If you can't run the game (this one or any other) you should consider replacing this faulty device because it won't repair itself.
Or maybe ask your parents to make an other one but tell them to be more attentive this time and not to bork the job like the first time.
Other than that the game runs perfectly under windows 10 and is not bad for it's age.

Uodate : With the recent update the game runs better than before, No more FPS drop in some places like Germatown police station, and I didn't even had to reinstall the mods, all work as before, just with better performances.
But I had to reinstall Fose. Normally now the game should be easier to install for everyone.
