I checked a recent replay and he is indeed using some type of gpm booster that he can toggle on and off his gpm suddenly increased after 20mins of the game

This guy is literally cheating. Has above 1k xpm with no tome as an offlane clock and 800gpm with 200cs in 35mins hello wtf?
