France imposed a "colonial debt" to be paid by its former colonies, mostly in Africa, for the infrastructure built during colonial times, as well as confiscating the colonies' national reserves. This means that the colonies are forced to put 65% of their foreign currency reserves in French treasury as well as 20% for financial liabilities "suffered" by France during its' colonial rule.

Also, the French state supported brutal ditatorships of its former colonies like Bokassa's and took part in militarily overthrowing governments that didn't support the debt like Sankara. Even the former French president, Jacques Chirac, said that France would be a third-world power without Africa. Still, nearly all 14 former French colonies only have access to 15% of their own money.
