The refund option is definitely a bonus and I've used it a lot. The only problem I personally have with it is that I'll buy games in bulk during sales, mostly for review purposes, and do not get around to them within the refund time period. This is something I think a lot of the shadier devs rely on, the ones who shovel out trashware. And you're right, open world games seem to be hit hardest. My PC was brand new with top of the line parts when GTAV came out, you could literally have no better (viable) set up, and it still chugged on full ultra at 1080p. It shouldn't really be a thing. But even smaller scale, thinking back to Assassin's Creed Unity and Syndicate, I think those titles still run at 45fps on current hardware.

I have been noticing a lack of optimization as of late as well mainly when it comes to games using the UNITY engine especially open world games. Spending good money on a new computer only to end up with games that run like crud is not so great. Definitely starting to think about cutting back on early access games and just sticking to finished games. Fortunately reviews along with the STEAM refund option are extremely helpful.
