Small updates

We've added a soundboard to the servers, you can now play some of your favorite TF2 voice lines using !sounds.

Don't like them? You can also disable them entirely with !sounds.

We also fixed a small issue where it wasn't blocking the halloween (thriller) taunt correctly. It should now be disabled again.
