If you want to change camera movement speed find line which says:
camera_move_speed 100; # camera_move_speed <float>, Set camera movement speed #
(change 100 to e.g. 150,200 or some other value, test out what fits you)
If you want to change camera turning speed then find line:
camera_turn_speed 5; # camera_turn_speed <float>, Set camera turn speed #
(change 5 to some greater value)
EDIT: Right, you said campaign camera. If camera settings aren't doing a thing then I think it's not possible to change campaign camera speed.
What you can do is left click on minimap(upper right corner) that will move your camera to selected part of a map. When you press LMB it will start moving camera like you would do. To speed up the process press Space bar.
