You can check what items are needed to enter in each separate raffle. Raffles do not end until all slots are filled or once the raffler decides to end it. Most raffles will be full sets, meaning 3 stranges, skins, vintages, etc, and 3 cosmetics for one certain class. The lower the raffle value, the lower the entry fee! It's a great way to get a nice set you have been wanting for that spy of yours, or, you can just make some profit! You can learn how to donate or how to raffle off your own items HERE.
