Why cant the Developers Make the Spawn rate for Anything hostile a few 100 blocks away instead of just off the screen so they dont spawn in NPC Houses and kill them when they're blocked by dirt?

I would love to play a good game of building a settlement and possibly a village with multiple people, about up to 50 or more depending on who would like to join. something a bit medieval and castle like.

Hey, is anyone having the problem I am? Whenever I try to play Terraria, It says: "This game is currently unavailable, please try again later." I tryed the help section on steampowered.com , but none of it worked. Any suggestions?
