Hoje não estava abrindo nenhum jogo, sempre tinha algo para atualização (e o download não iniciava).
Troquei pra Região São Paulo e voltou a funcionar.
A mensagem que dava era: No internet connection

Para trocar a Região: Steam > Settings > Downloads > Download Region
