to start a revolution you move all your troops out of the capital and up the taxes a little exempt all other regeins from taxes if nesessary up the taxes if the peasents revolt and win you will get a republic if your upperclass revolts and wins you will get a constitutional monarchy. sorry if misspelled any thing.
