Revise Eco Rice from Open Group to Restricted Group

Hi guys, as you all know we got a constant harassment from a salty noob nova.

As such, I have to change the group from open to restricted to prevent some stalkers from coming in and bark.

Nevertheless, I have up your status to officers, so if u got friends or what
u can invite or accept their request.

Apology for any hassle caused but it a prevention that needs to be done.
