Russia's neighboring countries like the Baltics (maybe Poland, more?) are leaving the Ottawa and Dublin convention treaties about cluster munitions being abolished. That means that they want to use those abolished munitions. Those munitions had been abolished because they are a huge threat for the civilian population AFTER them having been used and a conflict is over, because people/children find the many small undetonated parts in their environment and get maimed or killed. Also the area of impact is large (not a precision attack) and does often maim or kill civilians while being used on military targets in populated areas. Leaving those conventions rules is a very bad signal to me. They want to make war crimes legitimate actions now.
I wonder why and what's the plan behind it. It's like p Harma writing clausules for not being accountable any more for formerly illegal procedures and the effects of those procedures.
