The German Empire is a Federal Monarchy, comprised of multiple States each run by their own respective Monarch. These states consist of Kingdoms, Grand Duchies, Duchies, Principalities, free Hanseatic cities and one Imperial Territory. The Kingdom of Bavaria is currently the main dominate entity of these States, with its Monarch serving as the King of Bavaria and more importantly the Emperor of the German Empire.

Each component State of the German Empire sends its respective Monarch along with any other such relevant representatives to the Federal Council (Bundesrat). Relations between the Imperial centre and the Empire's States are interchangeable, that is, they are both needed to be maintained in order for matters in the Empire to progress. In matters concern, for example, intervention in disputed or unclear succession, the Emperor’s views takes precedence.

The position of Reichskanzler is one of vital importance to the German Empire. It is responsible in forming and leading the government in its many decisions concerning Military, Fiscal, Foreign and Social policies and setting out a platform for which it can stand on.
