On your computer:
1) Go to your Account details (viewable under your account name, near the top of the web page).
2) Click on Manage your phone.
3) Click on Remove phone.
You can remove the phone by typing in the current code from your Authenticator, or by sending your phone an SMS code. Choose one of these options and follow the instructions.
On your old phone:
4) Disable the authenticator (go to the Steam Guard menu and choose a different Steam Guard method)
5) Log out of your account (go to the Log Out menu on iOS, or go to Settings / Log Out on the Android app).

If you're trying to switch phones and no longer have access to the old phone/phone number, you can use a recovery code to switch phones. If you do not have your recovery code, you must contact steam support with proof of account ownership, and they will change the phone number associated with your account.

Only one Steam Mobile Authenticator can be used at a time, and only one phone number can be used at a time. To set it up on another cell, it would have to be deactivated on the first cell, then reactivated on the new cell. This will again cause the 7 day trade/market hold.

Correct. After you enable steam mobile authentication you must wait 168 hours (7 days). After that time has passed, you will no longer be subject to trade or market holds. The only time you could experience a trade hold after using mobile authentication for at least 168 hours is if you decide to trade with someone who is not using mobile authentication.
