Purpose: These will be the fleet positions during peacetime.

During peacetime, any wartime fleets will group together to form the peacetime fleets. The navy is not allowed to build new fleets for economic purposes.

During wartime, any fleets that have formed and joined together as the peacetime fleets will separate and go to wartime positions to enact the will of the British Empire.

Purpose: The purpose of having commanders in a designated location is so that the Royal Navy can cover more ground. Instead of having fleets in standard positions only guarding a certain section while leaving others vunerable, there will be different commander-in-chiefs overseeing the sectors of the seas commanding all the ships in the sector.

During peacetime, the commanders-in-chief will patrol the seas against piracy and other crimes. During wartime, the commanders-in-chief will command any group of ships in their own sector.
