Because spells should be enjoyed by everybody!

"Halloween Spells are single use tool items that are used to give various Halloween themed effects to weapons, cosmetic items, or classes, depending on the spell. They were added during Scream Fortress 2012, and were enabled and obtainable annually during subsequent Halloween events, prior to Scream Fortress 2015." - The official Team Fortress 2 wiki

Halloween spells used to be free items obtainable by any player, whether they be free to play or pay to play, that you could earn by picking up a physical item on any halloween map during the Scream Fortress events.

Sadly, this has changed. Starting with Scream Fortress 2015, Valve stopped handing out spells. They are no longer obtainable by any means, meaning new items can not have spells on them anymore. This also means that the value of items that have halloween spells on them has skyrocketed.

Some members of the Team Fortress 2 community are guilty of stockpiling spelled items and selling them at ridiculous prices, hoping to squeeze money out of the people who would actually know to appreciate these items.

To sum it up: Valve needs to show the community that they don't care only about the 1% at the top by re-releasing halloween spells and making them accessible to every player, not just those who pay for items.
