Can we get married and have children in this game?

I handed the Realization Pen over to Vera some time ago and I've been wondering why I cannot get the next chap to trigger. I go check the What if? Box and find Ch. 9 has not been unlocked. I speak to Vera everyday at random times. The realization Pen is under my "key items" Is there something I can do to trigger the event again so I go progress in the Big Tree story? Ive tried finding something similiar to the original Sims GBA games, and this is the closest gameplay wise ive found yet. Only thing im missing is maybe some more adult themes, a bit less fantasy, and a bit more relationships etc. Anyone know something like that?...
