Is there a reason why my settlers are walking all the way back to the bus to drop off supplies when I have a storage hut set up next to wear they are working?

I like survival mode, played many sessions with it, and with longest one I researched all the prosperity tree. Was just curious about scenarios, and 4 of them saying that ``` The scenario must be successfully completed before the additional content in "Prosperity" can be unlocked ``` Do I really need to play the scenarios to unlock something new? Sounds weird....
