Is this an official authorization from Shouzou Kaga? Please confirm!

I just want to confirm whether this Chinese version is the official authorization from its author, Shouzou Kaga. I follow the Mr. Kaga's Japanese blog for years. It does not mention a Chinese version on steam except the totally free of charge Japanese version. A confirmation will help the sales as we would like to support the author.
