No, you downloaded 22 MB and patched was 10GB
It's a small download, but most likely has to "unpack" the game files to patch the new stuff in and thus it has to expand 10gb or so worth of game data. Maybe I'm wrong but that is what makes sense to me.
The problem isn't with this specific case, there are lots of games that have the same patching issue. For the patch to happen, Steam has to copy the file out, handle the patch and the copy it back in. This requires disk read/write, which is why the size seems large. If you check out the "Downloading" page, you'll see that Network is at 0 whereas Disk write is happening all the time, this is the reason. There's nothing to fix, it's just how this platform works with patches.
This used to be the case with Path of Exile as well: All their data was in one giant 30 GB sized file. Because of these problems they unpacked those files into smaller pieces so now the updates actually happen considerably faster. However, they can do that because their engine is in-house written in C++ so they can alter it accordingly. I don't know the limitations of Unity so I don't know if it's possible or not to apply the same solution.
