TL;DR: In Stage 9, go to the South-West target before going to the other targets. Otherwise you'll be blocked. I don't know if it happened to someone else replaying this game, but it happened to me several times without fail. In Stage 9, you have the objective to "Clear all dangerous targets (0/3)". If you go to the targets near the North and North-East first, you won't be able to find the last target in South West for some reason.
