Last I Saw on steamdb it's already price change. did the sinking city have some new updates?

This is my first time paying The Sinking City on PC. I previously played it at release on the Xbox One X, and then again much more recently when Frogwares released the next-gen version on the Series X, presumably to recoup some of their losses after getting screwed over by their previously publisher. Hi all, I'm finding myself a bit unsure as to how to proceed with this game, I got my first side case and I read online I shouldn't do it until MUCH MUCH later in the game. When is a good time to start doing side cases? And are they chapter bound? Can I finish several main cases and the side cases will be there, or do they disappear? Is there some formula to this? Like don't do side cases in areas you haven't discovered yet through the main story or something? Any advice appreciated....

I don't know what to do. Normally, after the main quest "Nosedive", when I wake up in the hospital, the letter is in my filler map; but that's not it! I don't know what to do, I reload the last save point, I completed all the side quests (at this point), I f***ing restarted a new game file, I found all the evidence at all the crime scenes, but NO! It doesn't show up... Anyone else have this bug? Maybe it's important to mention that I'm playing with the german dub!...
