i started russia last night and i am to the point where i can no longer do anything because roads are blocked with items i can not get so what am i suppose to do because i cant get to no more cities

Coal Vs. Machinery

Russia was always a module I wanted to complete. So I'm back at it. The place where I'm stuck is on opening Machinery. You have to unlock Tula, which requires 400+ coal to do. Coal is not nearby at all, and can only be retrieved with 8t trucks. Since you can have max 8 of those, that's 64t per run. Obviously you have to utilize storage nearby to get enough coal near Tula. Problem is, you can only store 423 coal. That maxes out storage, and you can't build new storage because to advance the storage to leve...
