Me and my friends just picked up the game no dlc atm besides each of us picked a character we liked, where can we farm gear in the vanilla game to start doing the lvl 70-90 challenged without getting instantly destroyed?

Whats the point of playing Ruthless Hardcore when the item drops are worse than Insane/NM HC difficulty drops lol. How is it possible to program such bad gear stat drops on higher difficulties. I guess they want people to waste their time as much as possible in this game to get good loot xD...
