It's 2021..... Who is out there.... Anyone out there....? (send help)

I had the GOG version and played through it several times. But both Steam and GOG versions don't work now. What's going on?

Any time I mess with the menu while the game is going or whenever I die, the game will shrink down like as if I closed it, and then go back to being normal again. But the problem is that this happens so much that it will lock me out of the game, freeze my mouse arrow to the center of the screen and won't let me move it again unless I do CTRL + ALT + DEL and force the game to shut down. Is there a way to fix this error?...

I don't own Outlaws on Steam so I can't test using the Steam release, but assuming it's the same as on GOG it should work. Just posting this as a headsup for those who have the game here. DREAMM is an emulator written by Aaron Giles (who previously worked at LucasArts, including on Outlaws, as well as on MAME) which focuses on emulating LucasArts games. As of v2.1 Outlaws is playable on it. This is not a source port, you will not get widescreen rendering or perspective correct rendering or any other feat...
