Does anyone know how to just complete scenarios 22 23 and 24 on hard mode so i can complete it and sleep in peace. I'm so done now. I can get 14+ modern apartments, 25+ happiness, 12+ culture, but no higher than 115k in cash. I'm SO close! I know several ways to get 111k, is it two three configurations for 115k?
