I just bought this game recently and I've made two different characters so far, each got stuck at level 11. I still earn exp but the next level exp number doesn't change. Any way to fix this?

i got -1500 mana permantely + Slowed in hardcore, i dced during a fight and had 2 debuffs on me, now it's permanentely used for my character, any way to fix that ? I don't see any debuff

I can't seem to access the console, working with the steam version and the UK keyboard. I know I should be pressing ctrl, shift and the uk version of the tilde key, but nothing happens.
