The story is fragmented and nonlinear, jumping between multiple characters and timelines. While this approach adds depth and explores the dark lore of the Hotline Miami universe, it can also feel confusing and disjointed at times. The new characters bring variety to the gameplay, each with unique abilities and fighting styles, but not all of them are equally compelling.

Gameplay-wise, Hotline Miami 2 remains as brutal and unforgiving as ever. Every level demands precision, quick reflexes, and a touch of creativity. The expanded level design introduces larger, more open environments, which are a double-edged sword.
