Balance updates and error fixes

Significantly increased the offense cap for gaining cult progression from resting in sectors.

Increased the discomfort reduction value for temples.

Increased the overall value of gathring Cult Progression.

Changed the first cult objective to be set to the nearest village.

Fixed a bug where starting the game by skipping the prologue would reverse tendencies.

Fixed a bug where the level up button would disappear when leveling up a skill, even if there was enough skill progress left.

Fixed a fatal error in the English version that disable the game from progressing after reaching the settlement tutorial panel.
I sincerely apologize to users of the English version!
