How do you choose to enrage yourself? Left and right mouse clicks, or left and right arrow keys? Or a gamepad/joystick?

i play this game on a 165hz monitor yet the game only runs in 60fps why cant i enjoy the fluidity of the 165hz in this game? is there a way to disable fps lock?
