I just started playing again after a six month break and the Daily Quest tab of the Mission Board is blank. Do I need to do something to start getting daily quests?

Does anyone know how to unlock this character, I don't really want to purchase the bell weapon on its own?

In the 4th zone there is a book or something just above and the left of start in the black wall i cant find a way to get it is it a known bug or is something wrong with my game?
