how limited is the game as a F2P, is it as bad as others have made it where you're severely penalized?

i keep hearing people say that age of conan is dead or dying is this true reason i ask is i am new to the game and i dont wanna download it and start playing it if its dead im in the usa also if its not dead whats the best server to play on like i said im new to the game never played it before...
