How can you send a team to investigate? What requirements do I have to meet and how???

I have tried this twice now. the first play through I did not understand the trees and power consumption. second play through i figured out trees and how power works. or so i thought. some of the buildings that said they would be in the tree dome when i placed it were not when the tree hit 80%. unstaffing buildings also did not drop power usage in all buildings but it did in some. there is little explanation as to what to rush towards early on. the game gives hints on what to build but it never seems to be...

All the maps play basically the same. and all have a major flaw. The Oxygen center is constricted by lakes close around it, especially below and to the sides. This severely limits late game expansion around the oxygen center for Playgrounds and Schools. Give us a map where the lake(s) are above the Oxygen Center... To the Top Left and Top Right. I've been playing this game for a while. Only have one more achievement and I've earned everything in game. The game has been enjoyable, but it feels so stagnant now and like nothing is being done. The "major update" was just a new map and nothing else. Are we going to get any story mode, challengess, new gameplay mechanics, or anything? Because currently this is a very bland survival colony game compared to others I've played....
