When will the client download be enabled?

Hi, I am playing for a lot of months but I do not know why my rank remains as the begining. I win a lot of battles and sunk a lot of ships but... Does anybody knows why? Thank you

Do people just not play this game anymore? I am the only one in queue right now, and I'm concerned this game is going to be a massive waste of time and shut down again. I loved this game ages ago, but now it seems no one plays anymore?
