In the tutorial it's mentioned that excess production is not saved and wasted. I think that this not a great mechanic, and actually your interface is not supporting it either. Because this means that every time you have more production points in the turn than what is needed you are wasting production and when you get the notification that you finished the production it basically means that you f*** up.
