What is your preference for city plot size 1 or 2? and why?

Playing newest MOD (very good BTW) and the maps all tend to be very mountain-ious. Is that controlled by Land Regularity? Its on default. Theres always a huge range 4 squares in from the right coast going the length of the map. Plus huge mountain regions. I also had arctic and tundra close to the equator surrounded in mountains too!!...
