Missing Maids

I have reached Level 30 in the Cafe and I have all the maids unlocked with all H scenes, however there are like 4 maids I cant seem to hire. Is this a bug or have those maids not been fully added to the game yet?

About "New Face: Unlock maids" Achievement

I bought it on Steam. This game is superb! Anyway... About the "New Face: Unlock maids" Achievement. How can this Achievement be obtained on Steam? I have all the characters, I claimed "A New Face 1, 2 and 3" in the game, but no Steam Achievement. How and why did only 5,4% of gamers get this one? Especially since we get all the characters at the 8 level of the game. What did they do extra? I don't know what to do to more to get this Steam achievement....
