I've noticed that when I play this game on my Steam Deck online, I can continue my progress exactly as if I were on my PC. However, if I'm in an area without wifi and I start the game in offline mode, I can't access my progress from my PC (even though the save files are synced through Steam) and instead I had to start all of my progress over.
