Classes and the Perk Roulette
A Better Barracks uses a class system that assigns one class to each secondary weapon.

Every class has two perk columns, one labeled with their class name and one labeled "Operative".

The class perks are taken from a limited pool of abilities that define the class, but randomized in a certain way that will make sure you get some perks that work for your secondary weapon and/or as a backbone for your build.

The Operative perk column is made from vanilla perks of all classes and from a pool of custom perks. There are four tiers of perks that each have their own list. Your soldier will at random get a rank appropriate perk from the list. At Cpl and Sgt, you will get a tier 1 perk. At Lt and Cpt rank, you will gain a tier 2 perk. Major is tier 3 and Colonel is tier 4.
