解説

A modification on the EFFECTSLIST.DAT to add description, fix description, and give decimal values to effects based on percentage type.

What is an effect description?
Well, this is the text and number values of an effect when you mouse-over on an item, a skill icon, or the icons you see in the buff list. Usually it is shown by a blue colored text or red colored text if it is a negative effect

Summary

Some Effects do not have description, so I added proper info on them, like "To Hit Bonus" and "Silence" effect
Some Effects have non-sense information, like negative value on penalty...does that mean its a positive effect?! So I fixed those too
Most percentage based effects do not have decimal options, so I added decimal display on those
I'm not sure if other mods have modified the effectslist.dat but for compatibility, I used the file from Unearthed Arcana
Removes "CHEATED ITEM" on item description just like in Variant Classes and Synergies mod

This is a severed piece of my Torchlight II UI mod.

It is stated in my mod description, I included the changes done to effects list by Synergies mod, as it only allow the "CHEATED ITEM" to be removed on console-summoned items. Be sure to put this mod on top of Synergies, for my overhaul changes to work.

Yes. I got that trick from Synergies mod and incorporated it to this mod.

Will this mod remove the "Cheated Item" description??

It's a trivial thing but it's a kind of thing that no one will do unless you do it yourself.

I think someone else can do a better job with this because I only did this out of compulsion, grammar is not my forte but I did the best I can in making them proper.
