Thanks for the updates folks. Work has caused me to be away from the game for a bit, so apologies for the slow response.
@Cosmic Fox I'm currently on a playthrough featuring the 16-tile version of this with AlphaMod and haven't enountered any issues like that. Are you running any submods to AlphaMod? To clarify, you are lacking pops for those tiles on the homeworld that have buldings already?

The ring is a habitat in name only, the game treats it as a ringworld with one zone to colonize.
