For starters "heavy traffic ban" is a bit of a misnomer, since you can obviously see that some forms of heavy vehicles can still travel through said districts. Bans keep big rigs out of districs where the ordinance is in effect, which is helpful for bottlenecking big rigs through low traffic roads.

FYI: "TB" in this case stands for "Traffic Ban," which only applies to big rigs.
