The Thalys PBKA is a high-speed train derived from the French TGV. It operates the Thalys service between Paris, Brussels, Cologne (German: Köln) and Amsterdam, forming the abbreviation PBKA.

Stuff:
- 360 passengers
- 300 km/h (although the track limit is lower, so it's not going to hit this unless you use some kind of mod to increase the track limit)
- 200 meters long (recommended to be used with long stations)
- Includes all the correct coach models, including the bar and first class coach with satellite reciever.

Has Extra Vehicle Effects support for red tail lights.

Well, it's an asset for that game so you need to have the game on steam to be able to use it. That's how the workshop works. And following isn't the same, that just means you get news about it.

so do you have to buy Cities Skylines for that purpose or is the click on "following Cities Skylines" just enough? This is my first encounter with the workshop stuff.

No, Cities Skylines. You can subscribe to this asset and get it in that game that way. I don't know what else you'd mean by 'download' since you can't download workshop items any other way.
