Those are not GIF avatars. The script works by changing game avatars, that doesn't require loading a new picture each time. The effect is visible in Steam Friendlist and Steam Chat.

Requirements

You will need a userscript manager. You can find the most popular below:

Chrome Users:
Tampermonkey[chrome.google.com]
Mozilla Firefox Users:
Greasemonkey[addons.mozilla.org]

Step 1

Install the following script:

Step 2

Open up your profile page in your browser:

http://steamproxy.net/my/

Press "Enable Animated Avatar" button:

A modal window with predefined presets will appear. You can preview the presets there as well:

Select desired preset. Once you want to disable it, just simply click stop:
