In the first Tutorial Level soon after the first Checkpoint if you jump a little higher there is a secret area where you can find the hidden lantern.
Enter the level "The Smell of Trouble". Soon after the beginning there is a truck with a fish on it. Drop down here and you will land on the Ferris Whell which you now can turn on.
