It seems this can be fixed (tested it) by editing the one handed mod's _metadata file, adding a comma to the last line ("link") and then pasting the following line right after that, before the closing brace.
"requires" : ["Brighter Torches"]

This will cause the one handed mod to load only if the brighter torches mod is present and ensures that one handed loads AFTER brighter torches.

hey man im not sure if another mod is causing a bug but the torches are no longer one handed :( just wanted to give you a heads up if your able to check out if this issue is on your end!
