How to fix Micro Stutters/Mini Freezing

What am I talking about?
Some people, and by that I mean MANY PEOPLE, experience random frame drops - 1 second freezes while playing in a match - without any known cause. Ubisoft has not responded to the cries for help, the only response from the community has been "do you have a potato PC?" (this is happening to some decent rigs). So here it is folks, fixes for mini freezes. Vote it up so someone with Ubi-power can take notice.

Quote from Ubisoft: "We cannot confirm, nor deny, any evidence of aliens... um I mean micro stutters or mini freezes contributing to your frustrating experience in a game where it actually matters". Just kidding I made that up.
CPU Priority Setting and Power Management
Generally speaking, you should be able to run this game at a higher graphical level than what the recommended specifications state. This is often true with many AAA titles. What appears to be happening in R6: Siege when it 'micro stutters' or 'mini freezes' (drops frames for a second or two) is your CPU recieves requests from other processes, preventing the game from being processed as quickly as possible. We can fix this by changing the CPU priority setting for the game.

Go to your Task Manager by pressing CTRL + Shift + ESC.

Navigate to your 'Details' section.

Find the Rainbow Six Siege '.exe'. There should be two; one is the Battleye anti-cheat client (which can be identified by the description), the other is the main '.exe' for the game. Right click the main '.exe' for the game and select "Select Priority". Set this to High.

Boom, now you you don't have to set your PC on fire.

Changing your Power Settings may also help (note: all PC's have Power Settings, not just laptops). Go to Control Panel > System and Security > Power Options and select a power usage plan. Select 'Change Plan Settings', then select "Change advanced power settings" and under "Processor Power Management" change the minimum and maximum power level to 100 (also make sure the "System Cooling Policy" is set to active).

Repairing Microsoft Visual C++ Redistributable Packages
This fix is mysterious to me, I read it somewhere randomly on a published website that recommended repairing or reinstalling the Microsoft C++ 2010 Redistributable Package's you have on your PC. I don't know what the thought behind it is, but it may be worth a shot.

Go to Control Panel > Programs > Programs and Features (not "Uninstall Programs") and select the Microsoft C++ Redistributable Package's you have by right clicking. Select 'Change' then 'Repair' for all of these.

(The 2010 redistributable packages are no longer repairable on updated Windows 10 machines; repair the ones that have the option).
Turning on V-Sync in the Display Settings
Some people have reported that turning on V-Sync in the Display settings in-game helps fix stuttering. That's F10 (or clicking the gears at the top right of the main screen in-game) > Options > Display > Turn on V-Sync.

V-Sync synchronises your games screen refresh rate to the specifications of the monitor.

(I do not know if this is the same issue, however.)
Perform a Clean Install
This worked for me recently. After performing a clean installation of Rainbow 6: Siege my performance issues ceased and I did not have to apply the aforementioned fixes anymore.
Disabling overlay for Uplay and Steam
Like it says^.

This was recommended by commenters below. I remember this fixing issues on a few old games back in the day.

I have noticed a problem that Ubisoft still hasn’t fixed. This mostly happens on i5 CPUs but can also affect other CPUs. If you notice the game not running smoothly or experiencing stuttering, try the following steps this helped me a lot!

Step 1: When in R6 don’t close the game. Use Alt+Tab to go to the desktop.
Step 2: Open Task Manager and go to the Processes tab.
Step 3: Find the process RainbowSix.exe (it’s usually near the top. If you can’t find it, scroll down a bit).
Step 4: Right-click on RainbowSix.exe and select "Go to details."
Step 5: In the Details tab, the process will be highlighted. Right-click it again and choose "Set affinity."
Step 6: In the affinity settings, deselect all CPU cores except the last one, then click OK.
Step 7: Go back to the affinity settings, reselect all CPU cores, and click OK again.

This fixed my stuttering issue. I’m not sure if it will solve the problem for you, but it doesn’t hurt to try :D.

I've tried everything that's written and more. I have a good PC with i5 - 13400F OEM and 4070ti, 64gb RAM. Everything is fine in all the games I play (there are much more demanding ones). In R6S itself, everything was fine too, then I took a break, came back and discovered these nasty stutters every few seconds. With them, it's literally impossible to play at champion rank without a burnt ass. I checked absolutely everything, tested as much as possible and nothing helped. It's just that at one point the developers of this game decided to release some "wonderful" update, where they again added almost nothing of what regular players asked for. They just broke the game for me and naturally no one will fix it))

@SkynetDDS The only thing that sucks is your english and your judgement skills, it has nothing to do with the AMD CPU, it's probably related to a system problem.

I seem to fix mine by setting my 3900x to not use 2 cores with their SMT cores for anything, then giving them to Siege... Fixed my micro stutters...
