The leading car or truck had a blue flag, the last one had a green flag (seen on several occasion like convoys of "Bundeswehr", "THW", "Katastrophenschutz" or "Einsatzhundertschaft"). But today the "Einsatzhundertschaften" (stationary police) obviously don't use the flags anymore, instead they use their blue flashlights when driving in convoys.
